It is dealt with organizational changes at the international level stressing information flows and trade in communications along with their welfare implications. Information flows are examined as being integral to international trade, its terms, and its composition and the impact of such flows on trade theory and economic welfare is analyzed. Trade in information is asserted germane to commerce, technology transfer, and national security. Economic issues of information flows are discussed and these flows are conceptualized across national borders as starting point for a theory of international trade. The technology gap theory is used to introduce a model for transborder data flow. As an example is elaborated that any improvement in innovative technology for information storage and retrieval will have a trade increasing effect if it reduces the cost of international communication.
