Abstract
With increasing recognition of artificial intelligence’s (AI) capabilities, more countries are engaging in AI governance discourse on how AI should be understood, regulated and stewarded. This study constructs a conceptual map of Singapore’s AI governance discourse through a computational content analysis of publications by the Singapore government. The conceptual map places Singapore’s AI strategy in the context of its smart nation narrative, and reveals an emphasis on the relationship between AI and work. Unaddressed risks of inequality and exploitation were other salient themes marking the discourse.
