Abstract
Participatory Budgeting (PB) has achieved global credence as a tool for realizing good governance and citizen empowerment since its emergence in the late 1980s. In Asia, its popularity grew appreciably only in the last decade or two, making it timely to assess its application and efficacy. To that end, we conducted a systematic review of PBs across Asia. Our multi-level analysis revealed that the development of PB in Asia has unfolded within distinct socio-political-economic landscapes and thus faces unique opportunities and challenges. We also developed an overarching framework to guide evidence-based and context-sensitive PB practice and research in the future.
