Abstract

The maritime sector is undergoing a significant transformation with the increasing adoption of digitalization and industrial control systems. While this shift brings substantial operational efficiencies, it also expands the attack surface for adversaries targeting operational technology systems onboard vessels. Existing MITRE ATT&CK matrices, designed for information technology, operational technology, and mobile systems, are not fully suitable for the maritime sector due to its unique operational environment and specialized systems. This paper focuses on the development of a maritime-specific knowledge base, akin to the MITRE matrices, tailored to address the unique cybersecurity challenges in the maritime domain. By building this knowledge base from real-world incidents, research, and development papers, the adapted framework aims to capture maritime specific cyber attacks. The proposed matrix that is named as MariOT Matrix, enhances the understanding and mitigation of cyber threats in maritime operations, ensuring greater safety, security, and resilience in an increasingly digital maritime world.
